LOCATION:
Grand Forks, ND (preferred) or Fargo, ND, this position is approved for a hybrid teleworking agreement after an initial training period. 

TYPE OF APPOINTMENT:
This is a full-time, 12-month, benefited position in the 3000 broadband, exempt from FLSA (not overtime eligible).

SALARY:
$120,000+ (dependent on experience) minimum annual salary plus a competitive benefit package including a generous retirement plan and employer paid family health insurance.

JOB SUMMARY:
Reporting to the Assistant CIO, Administration, the Director of Human Resources serves as a strategic leader and trusted advisor within NDUS Core Technology Services. This role is responsible for shaping and executing a comprehensive human capital strategy that supports the division’s mission, fosters a high-performing culture, and drives organizational excellence. This role provides expert oversight and consultation on NDUS human resource policies, personnel matters, and employee programs—including benefits and retirement—ensuring alignment with institutional goals and regulatory standards. Key responsibilities include -Talent Management & Workforce Development, Employee Relations & Performance Management, Compensation & HR Operations, Payroll and Benefits Administration, Recruitment & Onboarding and Policy Development & Compliance. This position is responsible for managing daily operations and directly supervising two support staff members. The Director of Human Resources plays a pivotal role in aligning human resources with technology-driven innovation, empowering CTS staff and administrators to thrive in a dynamic and mission-critical environment.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Human Resources, Business Administration, or a closely related discipline.
  • At least 5 years of progressive HR experience, including proven leadership across core HR functions such as talent management, employee relations, and organizational development.
  • Proven experience in leading and overseeing performance management processes, including the successful implementation, evaluation, and continuous improvement of performance management systems to drive organizational effectiveness.
  • Must be able to demonstrate experience in managing employee benefits and retirement plans, with a strong understanding of plan compliance and optimization.
  • Previous experience in a supervisory role with responsibility for overseeing staff performance, providing coaching and feedback, and ensuring team goals are met.
  • Exceptional interpersonal and communication skills, with the ability to build trust and effectively collaborate with stakeholders at all organizational levels.
  • Self-motivated and highly organized, capable of thriving in a fast-paced, detail-oriented environment with minimal supervision.
  • Demonstrated expertise in applying employment laws and regulatory standards, with a track record of ensuring compliance and integrating current HR best practices into organizational policies and procedures.
  • Minimal in-state travel required, on occasion.


PREFERRED QUALIFICATIONS:

  • Professional HR certifications such as SHRM-SCP, SPHR.
  • Experience working in higher education or state government.
  • Demonstrated ability to lead organizational change initiatives, including culture transformation and restructuring.
  • Experience leveraging HR analytics and metrics to inform workforce planning and organizational development.
  • Experience utilizing PeopleSoft HR modules.
  • Experience developing training materials and delivering training content.
